Efforts are under way in Syria, Iraq and neighbouring countries to prepare refugees and the internally displaced for winter. But UNHCR remains deeply concerned that a $58.45 million funding shortfall could leave as many as a million people out in the cold.

As the winter approaches in Iraq, hundreds of thousands of internally displaced persons (IDPs) are hoping that the international community will act. One man in the camp calls for immediate assistance: “As you can see, I am wearing a short sleeve shirt. Is this going to keep me warm over the winter? Impossible! We do not have money to buy winter supplies … we have not options or solutions to survive the cold.”
